
CCC reaffirms it does not conduct labor rate surveys or report on prevailing rates

In response to concerns from Repairer Driven News readers, CCC reaffirms that it doesn’t conduct labor rate surveys or report on prevailing rates.
In July, RDN was copied on complaints addressed by a reader to CCC, alleging that multiple insurance companies had informed the repair business that they are using CCC data to determine their labor rates by zip codes. The complaints are similar to those made in 2020 by repairers to the Society of Collision Repair Specialists (SCRS). According to SCRS, the complaints at that time suggested insurers were also representing CCC’s industry benchmark reporting as labor rate reports.
CCC stands by what it said then — “CCC does not conduct labor rate surveys or report on prevailing rates.”
“We have covered this topic before, as RDN reported in 2020,” CCC said. “Our position and practices haven’t changed.”
CCC added that it does provide benchmark reports based on an aggregation of industry data collected from customers that use its collision estimating software and/or communicate electronic appraisals via the CCC ONE Workflow network.
“Reports are available within CCC ONE and accessible to system users, including collision repair shops and insurance customers,” CCC said.
“CCC will provide customers of our analytics solutions with reporting specific to their data. For an insurance carrier, this type of report includes data relating to an individual claim. These reports are provided under agreements restricting the use of these reports to internal analysis and with disclaimers stating that these are not labor rate surveys and do not purport to represent prevailing labor rates.”
CCC offers a product called a Market Benchmark Report, described in CCC documents online as a tool that “allows you to view details regarding selected shops (single shop/multi-shop owners) and their metrics for the market standards.”
When RDN asked how CCC would describe the difference between a Market Benchmark Report and a Market Rate Report, CCC said: “CCC offers aggregated data across various estimatic metrics. This data is derived exclusively from DRP claims submitted by repair facilities to insurers. Repair facilities can view their estimatic metrics compared to aggregated metrics by Core-Based Statistical Area (CBSA), based on all estimates uploaded within each region. Importantly, individual shop data is never visible to other shops. CCC does not offer Market Rate Reports.”
CCC added that “market standard” means the market (CBSA) average and the market (CBSA) 75th percentile.
“Shops can use either metric to measure a given estimatic metric of the shop to that of their local market,” CCC said. “CCC does not set a standard for any given estimatic metric, including labor rate.”
CCC explained the differences between its Market Benchmark, Indicators Dashboard, and KPI reports, all of which it said are within the CCC Indicators product.
“The Market Benchmark Report is the name of the report in the CCC Indicators product that allows shops to view their estimate metrics against CBSA,” CCC said. “If the user is part of a multi-shop operation (MSO), then they will be able to see all shops in the MSO with the appropriate permissions.
“The CCC Indicators Dashboard is the name of the dashboard in the CCC Indicators product that allows shops to view summary data of their estimate metrics. In this dashboard, the shop user can view key metrics and, in some cases, the trend for given metrics. This dashboard will show certain shop metrics compared to CBSA. The CCC KPI Report is the name of a report in the CCC Indicators product that provides a detailed view of the shop’s estimate metrics.”
